FADCA BOARD OF DIRECTORS MEETING
FEBRUARY 8, 2002 (ORLANDO HAMCATION)
MINUTES

President Bill Sinbine, N4XEO District #3, brought the meeting to order at 1930 hours. Additional directors in attendance included Doug Welcker , WB4KGY District #2, Russ Oder, N4KOX District #7, and L. E. 'bud' Thompson, N0IA District #5. Association officers included John Green, WB4MOZ Property Manager, and Free Crosby, W1NPR Web Site manager. A quorum was established.

N0IA gave a treasurer's report accounting for $160 in club funds since 12/01/99. However, since several checks were made out to FADCA and the association does not have an active checking account, not all the funds received are available. Checks made payable to FADCA received since 12/01/99 have not been cashed and will no longer be negotiable. Credit for continuity of membership has been extended to those whose checks could not be negotiated. He reported that he has dissuaded those who want to join/donate to FADCA until after a checking account can be established. A net $130.00 is presently being held by the secretary-treasurer in behalf of FADCA.

W1NPR presented an invoice he had paid for $29.00 from Data Systems Integrators, Inc for Domain Registration/Setup Fee for fadca.org. W1NPR indicated the first $10 due him could count against his annual dues. N4XEO presented a paid bill for $10.00 for the FADCA e-mail reflector. He asked that his anual membership be credited.

N0IA reported that the Orlando Amateur Radio Club is totally underwriting the costs of the ORL FPAC switch. He is awaiting word of a possible donation from the LAMARS club. Until then, N0IA reported he will personally have about $1800 in the DeLand and Daytona Beach switches once all upgrades are complete. WB4KGY reported that the Palm Bay group still has about $300 that can be used for FADCA purposes.

This lead to a discussion on determining the status of any remaining club funds still under control of the previous secretary treasurer Robert Owens, AA4RU. It was estimated that as much as $3000 of FADCA funds might still be held by AA4RU. It was suggested there might be a FADCA account with a credit union in Dade City. N0IA reported that over the past 18 months AA4RU has been non-responsive to phone calls, e-mails, and a certified letter on this issue as well as not having kept current the registration with the State of Florida. He reported that the Annual Report has not been filed since May 1999 and that the FADCA registration is tagged "inactive" on the Florida State Division of Corporations web page. The Corporations commission charges $175 to "reinstate".

The following was moved, seconded, and carried:

"The president shall instruct the secretary-treasurer to pursue the Association status as a registered not-for-profit organization with the State of Florida. Further the president shall instruct the secretary-treasurer to open a checking account and to vigorously pursue transfer of any Association funds still remaining in any previous account(s)".

N0IA gave a short update/status of the upgrading of three packet switches in Central Florida, including the likelihood of Melbourne (MLB ROSE) coming back on line. WB4MOZ provided the status of the cross-state links from Stuart to the West Coast.

A discussion was held regarding the excessive number of inactive devices that are still carried on the FADCA web site database. It was decided to remove all inactive devices from the main database listing on the FADCA web site so to be less confusing to those browsing the site. N4KOX, FADCA Database Manager, will get the word out to all District Directors to comply.

The meeting adjourned at 2015 hours.

ORLANDO HAMCATION FEBRUARY 9, 2002
MINUTES


President Bill Sinbine, N4XEO, brought the meeting to order at 1230 hours. An attendance sheet was passed around; the attendees are listed at the end of this report. A quorum was established. Calls for nominations for president and vice president of the Association went unanswered from the Floor. It was moved, seconded, and passed unanimously that Bill Sinbine N4XEO and Doug Welcker, WB4KGY continue in the respective positions. A call for nominations for District Directors in those districts required in even years went unanswered from the Floor. President N4XEO appointed Thomas Bennett, KF4UTH as Director of District 6, Douglas Ferrell, KD4MOJ as Director of District 8, and requested all sitting directors to remain in their current positions for the next term.

N0IA reported on the status of the Central Florida portion of the Florida Layered Packet Network and announced that the Melbourne ROSE switch would likely come back on line, closing the gap in the East Coast network between Hollywood and Jacksonville. WB4KGY pointed out how the East and West Coasts are linked. He also passed out a routing sheet with node addresses for the state.

KF4SIR indicated an interest in establishing a WL2K BBS on the Orlando LAN. KF4UTH expressed the need to be able to get to Sarasota on the network. W4MPJ requested some help to get his packet station working on the network. KF4UTH and WA4GUK indicated interest in beefing up the network in their area, especially to support emergency communications. They also indicated an interest in helping W4MPJ.

Dues collected: ($40.00) WB4KGY, KP4DJT, WB4MOZ and N0IA. (Net FADA funds held by N0IA $170.00.)

The meeting was adjourned at 1255 hours.
