Minutes
February 17, 1996


The annual FADCA Board of Directors Meeting was held on Saturday, February 17,
1996 at the Orlando Hamfest in forum area #1. President Joe Kuntz WB4TEM
called the meeting to order at 1200 hours. The president announced that
meeting notices had been included in the January newsletter. The president
then had the directors introduce themselves. The following directors were
present:
District 2 Joe Kuntz WB4TEM
District 3 Bill Sinbine N4XEO
District 4 Bob Owens AA4RU
District 6 Bill MacDonald represented by assistant director
Free Crosby W1NPR
District 7 Andy Verhovec KE4QYC
All present were cold and shivering in the outside tent meeting tent and noted
the difficulty in locating the tent as forums 1&2 had been swapped with 3&4 on
the map provided with the hamfest program, and the tents weren't at the
location indicated on the map.

Secretary / Treasurer Bob Owens, AA4RU, read the minutes of the January 27,
1996 meeting. The secretary then advised that a quorum was present as
districts 1 and 8 are currently vacant, leaving only the director from
district 5 - Harry Decker, KC4HQS absent.

The president then temporarily turned the gavel over to the secretary to accept
nominations for president. It was MOVED by Bill Sinbine, N4XEO - SECONDED by
Andy Verhovec, KE4QYC to nominate Joe Kuntz, WB4TEM for another term as
president. CARRIED

The president then resumed his position as chairman of the meeting and placed
in nomination the names of Bob Owens, AA4RU for Secretary / Treasurer and Roger
Edwards, KB4GBS as Frequency Coordinator and database manager. It was MOVED by
Bill Sinbine, N4XEO - SECONDED by Andy Verhovec, KE4QYC to approve the
president's nominations. CARRIED

Frequency Coordinator Roger Edwards, KB4GBS then gave a report on the letters
he had written regarding the interference problem a slow scan group in Ocala
had been having with an uncoordinated bbs on 144.53MHz. He has written the
letters as directed at the January meeting and is awaiting replies.

Andy Verhovec, KE4QYC advised that FICADA is revising the coordination
application discussed at the January meeting to a request for a coordinateable
frequency. He is working with FICADA to expedite their application.

Bill Sinbine, N4XEO advised the group of continuing complaints about the DC
cluster operation of N4ZIQ in St. Cloud on a network / bbs frequency. He had
operated a bbs and rose switch on that frequency in the time frame to qualify
for grandfathering. His grandfather coordination was erroneously approved as
he was only eligible for grandfather as a bbs or switch, not as a DX cluster.
It was suggested that his DX cluster operation would be better served on one of
the frequencies used statewide for DX clusters. His district director - Harry,
KC4HQS should follow up with him on this.

At this point Harry Decker, KC4HQS the director for district #5 arrived at the
meeting. It was suggested that he might now be eligible to take possession of
the KB4GBS "got lost on the way here" trophy.

There being no further business to come before the board, the meeting was
adjourned at 1230 hours.
