FADCA Meeting Minutes -- Feb. 14, 1998

The FADCA meeting, which normally starts at 1130 did not start on time due
to closed doors at the normal meeting place. Since the building was vacant
and the doors locked we assumed they were out of business (observant, aren't we!).
By now we were getting very hungry and moved to a temporary location, had
lunch and then:

President Bill called the meeting to order at 1315.

The minutes of the last meeting were accepted as published.
They can be viewed on the FADCA WEB page.

Elections: Odd districts are up for election.
Since there were no nominations the president will appoint Directors for
these districts, the results to be announced at the next FADCA meting.
The present district five Director (KE4AUR) indicated that, due to other
pressing needs, he does not wish to be considered for director at this time.

Presidential election: Tom (WA2LKI) nominated Bill, N4XEO, for a second
term as President of FADCA. Seconded by Wyatt, K4VJI, motion carried.
Bill will select the rest of the FADCA officers and announce them at the
next meeting.

Bill expressed appreciation to, and thanked, the Orlando club (ORAC) for
providing a booth and meeting tent for FADCA's use.

Frequency Coordinator Russ (N4KOX) gave a report. There was much
discussion as to the method to be used when acknowledging coordination
requests, both new and renewal applications. Motion by John (WB4MOZ) -
- The database manger can utilize email acknowledgment as verification of
notification of coordination. If the recipient does not acknowledge receipt
of the email or wishes a printed copy of the notification the database
manager will mail a copy. Seconded by Tom (WA2LKI) motion carried.

Russ pointed out that, so far there have been very few renewals of existing
coordination's for this year.

Forms for renewing as well as other database reports are available from
Russ or on the FADCA web page ( http://www.fadca.org ) you
can view the database, complete renewal forms, retrieve forms and view
general information on FADCA.

APRS Frequency change (145.79mhz to 144.39mhz):
The pending shift of APRS operation to 144.39mhz (from 145.79mhz) was
discussed in some detail. The new frequency is not in the list of
frequencies that FADCA coordinates. Motion by Rich (K4GPS) that FADCA
coordinate / list 144.39mhz as APRS frequency in the FADCA database.
Once the present APRS frequency is clear of APRS users it will revert
to a keyboard frequency. Seconded by Wyatt (K4VJI) motion carried.

Rich and President Bill will approach FRC to request that 144.39mhz be
added to the list of frequencies assigned to FADCA for coordination /
listing.

Russ (N4KOX) received a request from the APRS community asking for a pair
of 440mhz frequencies to be reserved for future APRS use. A database search
by Russ determined that the frequencies of 441.125 and 446.150mhz are the
only ones that are available for use statewide. Motion by Russ (N4KOX)
that the FADCA database show the above frequencies as reserved for APRS use,
seconded by John (WB4MOZ). Motion carried.

The coordination policy will need changes to reflect the above APRS changes.
