MINUTES OF FADCA BOARD OF DIRECTORS MEETING
MARCH 19, 2000

The meeting was called to order by FADCA president N4XEO at 1035 ET.

The following were in attendance:

Bill Sinbine, N4XEO, President, Director District 3
L. E. "bud" Thompson, N0IA, Director District 5
Doug Welcker, WB4KGY, VP and Director District 2
John H. Green, WB4MOZ Property Manager

Membership dues were collected from all present.
N4XEO held the proxy for District 8 and N0IA held the proxy for
District 7. A quorum was present.

1. By voice vote, confirmation and/or appointments of
FADCA officers included:

President N4XEO will ask Frank Drewniany W3AKI to take the
office of Director of District 1, and Chuck Hast, KP4DJT,
to be the new Director of District 4.
Upon their agreement, those appointments will be official.

2. The Association bylaws were reviewed.
The following changes were made by unanimous vote:

a) Article III - Principal Office is amended to read in total:
"The principal office of the corporation shall be the address
of the Secretary of the corporation.
The registered agent for service of process shall also be the
Secretary. The principal office or registered agent may be
changed at any time by the Board of Directors upon filing a
notice of such change, and acceptance by the new registered
agent, with the Secretary of State, state of Florida.
b) Article VIII - Meetings. Section 1 - Annual Directors Meeting
paragraph b) is amended to read in total:
"Written notice shall be mailed to the general membership at
least fifteen (15) days prior to the annual meeting.
Section 2 Board of Directors Meetings: paragraph b) is amended
to read in total: "Notice will be given each Director at least
fifteen (15) days prior to a Board of Directors meeting that
has been called, except in emergencies.
Section 3, Membership Meetings: paragraph b) is amended to read
in total: "Notice will be given each Member at least fifteen (15)
days prior to a Membership meeting that has been called, except
in emergencies.

1. A discussion was held regarding the Coordination Policy and Band Plan.
It was noted that the Band Plan as printed was missing note of the
high-speed UHF channels. President N4XEO will contact the appropriate
persons for the task of updating.

2. It was noted that the switch list needs to be updated and should
include nodes.
The updated list should be available on all FLBBS and the FADCA WebPage.
President N4XEO will contact the appropriate persons for the task.

3. It was noted that the TAPR device list does not include those in Florida.
The problem is lack of compatibility between the FADCA data base program
and what TAPR needs as an uploaded file.
N0IA will work with N4KOX to see if this can be solved.

4. N4XEO will modify FADCA forms to reflect any new mailing or e-mail addresses.
These changes will also be reflected on the FADCA WebPage.

5. The list of coordinated devices was reviewed.
A discussion ensued regarding the need to provide a succinct list of
only those active BBSs for quick reference by a newcomer or visitor
to the state.
Each Director will be asked to continue evaluating activity in his
district and provide the Data Base Manager updated information on
all devices.
President N4XEO will contact the appropriate persons to revise/update
the lists.

6. It was noted and discussed that there is an increased interest in
digital activity in the state, especially among emergency preparedness groups.
This is a good opportunity for FADCA as a group and its members as individual
to assist in promoting digital activity as well as provide technical and
coordinating help. Resurrecting the FADCA BEACON newsletter and providing
widespread distribution to members and clubs was discussed as a mechanism
for this purpose. President N4XEO will lead this effort.

7. A review of the present status of and plans for the digital network in
the state resulted in a short planning session for the near term.
This included additional help for N0IA in District 5 to get the
DELAND switch ready for installation sooner, and with maintenance on
the ORLANDO switch.

The meeting was held at the home of N4XEO near Ft. Pierce.

The meeting was adjourned at 1515 ET.
